**Ukraine’s Parliament Reviewing Key Reforms**
The Ukrainian parliament, the Verkhovna Rada, is set to review several important reforms this week. These include bills related to business and economics, as well as international financial programs.
**High Administrative Court Bill Uncertain Passage**
One of the key reforms being reviewed is the High Administrative Court bill. This bill proposes establishing a new court system, but it does not align with the International Monetary Fund’s (IMF) requirements. As a result, its passage is uncertain. The Committee has yet to make a decision on this draft law.
**No Progress on IMF Structural Benchmark**
The repeal of the “Lozovyy amendments” on pre-trial investigation deadlines is also expected to be reviewed by parliament. However, it was previously reported that this deadline had passed in December 2024. This shows that there has been little progress on meeting the IMF’s structural benchmarks.
**Parliamentary Session Uncertainty**
The session’s procedural uncertainty was highlighted when lawmakers failed to secure enough votes to approve the 2025 parliamentary legislative plan and session agenda. This means that it is unclear what will be prioritized in parliament this year.
**ARMA Reform Bills to be Debated**
Ukraine’s Verkhovna Rada will also consider several bills aimed at reforming the Asset Recovery and Management Agency (ARMA). These reforms are key requirements under the Ukraine Facility plan, with a Q1 2025 deadline. The reform package seeks to enhance the appointment process for ARMA’s leadership, ensuring an independent selection process.
**Zelensky Backs Nuclear Power Plant Expansion**
Ukrainian President Volodymyr Zelensky has publicly endorsed the completion of the Khmelnytskyi Nuclear Power Plant expansion project. However, MPs and anti-corruption NGOs raise concerns over the financial feasibility of the project.
