**Ukraine Aims to Boost Defense Industry with Help from European Arms Makers**

In a significant move, Ukraine is in talks with Spanish defense giant Escribano Mechanical & Engineering (EM&E) to localize production of high-tech turrets and targeting systems already used on the battlefield. This partnership is part of Kyiv’s efforts to supercharge its defense industry, rapidly scale up domestic weapons production, and tighten ties with European arms makers.

As Russia’s war continues to grind on, Ukraine is looking to bolster its military capabilities. In April 2025 alone, the country approved over 120 new weapons systems. With US aid caught in political gridlock, Kyiv is turning to Europe not only for arms but also to help turn Ukraine into a future weapons exporter.

**Localizing Production of High-Tech Military Tech**

Ukraine’s Ministry for Strategic Industries has met with EM&E representatives to discuss the local assembly, servicing, and production of several systems, including the Guardian 30 remote turret already deployed by Ukrainian forces. According to Ukrainian Minister Herman Smetanin, this cooperation will significantly enhance Ukrainian military hardware, becoming a powerful reinforcement for combat units.

EM&E is Spain’s top producer of fully integrated electro-optical and remote weapon systems. Its portfolio includes advanced systems such as the Guardian series, electro-optical systems, precision components for aerospace applications, guided ammunition kits, robotic systems, and other high-tech electronics. These systems are already in use across 25 countries, including Ukraine.
