**Ukraine Considers Building Its Own Private Military Companies**

President Volodymyr Zelensky has hinted that Ukraine might consider creating its own private military companies (PMCs). According to the Veterans Affairs Ministry, up to six million people – one-sixth of Ukraine’s population – are expected to be veterans or their close family members after the war with Russia ends. This presents a significant opportunity for creating meaningful employment for these individuals.

Supporters argue that PMCs could serve both domestic and foreign policy goals, offering employment opportunities and establishing Ukraine’s presence abroad. However, those opposed raise concerns about security threats associated with militarized formations operating in the grey area.

Ukrainian law currently prohibits the creation of paramilitary or armed formations. Nevertheless, several organizations within the country claim to be de facto PMCs, providing military training and security services while avoiding combat roles inside and outside Ukraine.
“Today we are working in the interests of the (Ukrainian) state… One can deny the fact of our company’s existence, but it does exist,” said Tetiana Kebkalo, a deputy director of the Kyiv Oblast-based Omega Consulting Group. This existing practice raises questions about the need for formal legislation to regulate PMCs.
**A Cautiously Positive Approach**
Andrii Osadchuk, a lawmaker from the Holos party and first deputy head of the parliament’s Law Enforcement Committee, expressed caution when discussing the idea of creating PMCs in Ukraine. “I am cautiously positive,” he said, emphasizing that further clarification on the role and required legal framework is needed.
