 The State Security Service detained the deputy state representative in the Dusheti, Tianeti, Mtskheta, and Kazbegi municipalities on charges of accepting a particularly large bribe.
This was announced by Emzar Gagnidze, Director of the Anti-Corruption Agency of the State Security Service of Georgia, during a briefing held at the agency.
“As a result of operational-search and investigative actions conducted by the employees of the Anti-Corruption Agency of the State Security Service of Georgia, G.K., the deputy state representative in the Dusheti, Tianeti, Mtskheta, and Kazbegi municipalities, was detained.
The case involves the acceptance of a particularly large bribe, specifically, demanding and receiving a significant amount of money from a foreign citizen in exchange for changing the designated use of agricultural land plots.
The investigation has established, at this stage, that in exchange for changing the designated use of two agricultural land plots with a total area of 2 hectares, located in the village of Galavani in the Mtskheta municipality, from agricultural to non-agricultural status, G.K. demanded a bribe of $20 per square meter, totaling $400,000, of which $100,000 was to be paid in advance. According to G.K., he would personally guarantee that the designated use of both land plots would be changed.
On September 5, 2025, at G.K.’s request, the aforementioned foreign citizen paid him $80,000 in advance, which was part of the agreed $400,000.
It is also significant that, within the scope of the investigation and based on a court order, covert investigative actions were carried out, resulting in the collection of audio/video evidence documenting the commission of the aforementioned criminal act.
The investigation into this criminal act is being conducted under Article 338, Part 3, Subparagraph ‘e’ of the Criminal Code of Georgia, which provides for imprisonment ranging from 11 to 15 years.
The State Security Service will pay special attention to uncovering such facts. One of our main priorities will be to identify corrupt practices and ensure our country’s success in combating corruption,” stated Emzar Gagnidze.
