An invitation from Georgia shortly before the elections makes effective observation impossible, stated Maria Telalian, Director of the OSCE Office for Democratic Institutions and Human Rights (ODIHR).
According to her, ODIHR will not be able to deploy an election observation mission to Georgia.
“Transparent and credible election observation requires thorough preparation and access to key stages of the electoral process in line with our comprehensive methodology. Unfortunately, the decision by the Georgian authorities to invite us at such a late stage makes effective observation impossible, and ODIHR will not be able to send an election observation mission. Nevertheless, we hope to continue our long-standing cooperation with Georgia’s institutions and civil society to strengthen democracy and human rights,” Telalian stated.
The statement also notes that during contacts with the Georgian authorities, ODIHR has repeatedly emphasized the importance of a timely invitation to ensure credible and comprehensive election observation.
“As a participating State of the OSCE, Georgia has committed to holding democratic elections in line with international standards. While ODIHR does not comment on elections it does not observe, the Office will continue to monitor developments in Georgia in all areas covered by its mandate, including democratic governance, fundamental rights, and the rule of law,” the ODIHR statement reads.
