Tbilisi City Hall is making public a letter from Paata Burchuladze concerning the rally planned for October 4, as well as the City Hall’s response.
According to the statement, a letter was received by Tbilisi City Hall in the name of Paata Burchuladze, in which the applicant requests notification of municipal and state agencies and the provision of appropriate equipment for a public gathering and stage setup at four locations on Rustaveli Avenue and Freedom Square on October 4.
According to the City Hall, in response, it was communicated that the rally organizers must set up the stage at only one location in a manner that does not obstruct transportation or interfere with the functioning of various facilities in the area.
“Given the high public interest, we inform you that on September 29, 2025, a letter was received by the Tbilisi City Hall administration in the name of Paata Burchuladze, head of the ‘Rustaveli Avenue’ initiative group. We are making public the content of this letter, as well as the response.

In response, the applicant was informed that the rally organizers must set up the stage at only one location in a way that does not obstruct transportation or interfere with the functioning of various facilities in the area.
The response letter also notes that, in accordance with legislation, ‘it is impermissible to physically obstruct voters’ movement on election day within a polling station or within a 100-meter radius of a polling station. It is also impermissible to hold gatherings of people within a 100-meter radius of a polling station on election day.’
The freedom of citizens to assemble and peacefully express their protests is guaranteed by Georgian legislation. However, the organizers and participants of the rally are also obligated to comply with the Georgian Law ‘On Assemblies and Demonstrations.’ Otherwise, appropriate measures stipulated by the legislation will be taken,” the statement reads.
