Zviad Kuprava, a deputy of the Tbilisi Sakrebulo from the “National Movement,” has been detained. This was announced during a briefing at the State Security Service (SSS).
The case concerns a statement Kuprava made on social media on September 30.
“The State Security Service employees detained Zviad Kuprava, a member of the political party ‘National Movement’ and current member of the Tbilisi Sakrebulo, just a few minutes ago.
According to the investigation materials, on September 30, 2025, Zviad Kuprava posted a video on social media in which he called on citizens to disrupt the October 4 elections and overthrow the state government.
To disguise the criminal nature of this call and avoid appropriate responsibility, he referred to the elections as a Russian special operation, polling stations as special operation points, and the state government as Ivanishvili, which, of course, does not exclude the criminality of the act under the Criminal Code of Georgia.
Additionally, Kuprava resisted our representatives during the detention.
Accordingly, Zviad Kuprava committed acts under Articles 317 and 353 of the Criminal Code of Georgia, which pertain to publicly calling for the overthrow of state authority and resisting a representative of the authorities with the aim of preventing them from carrying out their duties.
It should be noted that in the video address, he also specified the motive for committing the crime—he issued an ultimatum to the state government to release the convicted Mikheil Saakashvili from prison and other defendants or convicts he referred to as political prisoners.
It is also noteworthy that, in addition to calling for the overthrow of state authority, the accused announced the commission of another crime under Article 162 of the Criminal Code, which pertains to obstructing the exercise of will in elections by violence or threat of violence.
The State Security Service will carefully examine all such statements or actions carried out with criminal intent for legal assessment and appropriate response,” stated Lasha Maghradze, First Deputy Head of the SSS.

“Hundreds of thousands of people have decided to overthrow Ivanishvili on October 4, including me. Our tactical task is to disrupt the Russian special operation on October 4. How we will achieve this – on October 4, 500 special operation points will be open across Tbilisi, and over 3,000 across Georgia. Ivanishvili knows that these 500 points are the most vulnerable, which he practically cannot control throughout the day. From morning, we will start moving across the city in groups as well as individually and will certainly breach one of the 500 special operation points, after which we will trigger the domino effect, and Ivanishvili will fall. Perhaps someone thinks they will catch me – no, they won’t catch me, first because Bidzina Ivanishvili lacks the resources today to catch me or anyone, and second, if Ivanishvili arrests a Sakrebulo deputy during the local self-government elections, his strategic task of peacefully conducting the Russian special operation will not be achieved,” Kuprava stated.
