The “Russkiy Mir” satellite project, launched in December 2022, aims to provide residents of these areas with access to Russian television. The project includes 20 Kremlin state TV channels, 10 regional TV channels from the four occupied oblasts, and 11 entertainment channels.

**Resistance from Local Residents**

Despite efforts by occupation authorities to replace Ukrainian TV facilities with “Russkiy Mir” ones, local residents have been boycotting this change by refusing to voluntarily switch. The resistance has irritated the local occupation authorities, and Moscow is dissatisfied with the pace of the project. In Kherson Oblast, for example, residents can still watch Ukrainian broadcasts for free until November 30.

Resistance in Russian-occupied territories comes with a high risk of imprisonment and torture. Anyone deemed to be defying the occupying authorities faces this possibility. Despite this danger, local residents continue to push back against Russia’s efforts to control the flow of information.

**Ukraine’s Stance on Occupied Territories**

As peace negotiations have been ineffective, Ukraine has maintained its stance that it will not recognize any occupied territories as part of Russia. President Volodymyr Zelensky has emphasized this position, and it is likely to remain a key aspect of Ukraine’s policy towards the occupied areas.
