That’s why there is a law, an international standard, yet fines were not sufficient to prevent this small number of people from acting violently against the vast majority of society,” stated Prime Minister Irakli Kobakhidze.
He explained that the authorities are acting “humanely and methodically.”
“The majority of society demanded immediate intervention, and I’ve heard complaints that the law isn’t fully enforced, but you can see that the law is working. First and foremost, we need a humane, methodical approach, despite the fact that the vast majority of these people are foreign agents, receiving money for what they do and deliberately harming our country’s national interests. Nevertheless, we cannot rule out that among these 300 people, there may be some who have been misled. Of course, we must have a humane approach toward them, and that’s why we act humanely and methodically. However, ultimately, the goal will be achieved: we will not allow a tiny minority to act violently against the vast majority of our society. The processes will continue in line with society’s interests.
This is an effective measure; you saw that fines were not sufficiently effective. They violate the law every day. According to the law and international standards, people cannot block streets unless their numbers justify it. Fifty people cannot act violently against 3,700,000 people. That’s why there is a law, an international standard, yet fines were not sufficient to prevent this small number of people from acting violently against the vast majority of society. What was ineffective has been replaced with an effective measure: administrative detention and, additionally, criminal detention as a penalty.
