“We were advised to raise his salary, a specific person recommended it. We were told that he was receiving a salary through a specific, unofficial document. This was not budget money — it was an informal document, and that is why it may not qualify as a bribe. We were told that he was providing information from the United National Movement, and this was used to justify giving him money, but for us all of this turned out to be unacceptable,” Irakli Kobakhidze said.
