**EU Imposes New Sanctions on Russia, Targets Shadow Fleet and Hybrid Threats**

The European Union has taken a significant step in its efforts to pressure Russia over its aggression in Ukraine. On May 20, EU diplomat Kaja Kallas announced that the bloc had formally approved its 17th package of sanctions against Russia. These measures include targeting almost 200 shadow fleet vessels, which are believed to be evading existing sanctions.

The new sanctions also address hybrid threats and human rights concerns. This move comes as the US has signaled a disinterest in imposing additional sanctions on Russia. Despite this, the EU is continuing its efforts to isolate Moscow. The package of measures targets members of Russia’s military and political elite, foreign entities in China and the UAE that are accused of helping the Kremlin evade existing sanctions.

**Criticism and Concerns**

The new sanctions have been criticized as weak and watered down by some EU ambassadors. The package also faces scrutiny from President Volodymyr Zelensky of Ukraine, who has called for stronger measures to be taken against Russia. Zelensky announced that a new “strong EU sanctions package” is underway.

**Components of the New Sanctions**

The 17th package of sanctions targets various aspects of Russia’s defense industry, including chemicals, materials, and dual-use goods. It also takes aim at more than 20 entities and individuals accused of disseminating disinformation, as well as 20 judges and prosecutors involved in cases against Russian opposition figures like Vladimir Kara-Murza and the late Alexei Navalny.

**Threats and Response**

The EU has warned Russia that additional sanctions will be imposed unless President Vladimir Putin commits to a ceasefire and seriously engages in peace efforts. The move is seen as an attempt to pressure Moscow into taking concrete steps towards ending the conflict in Ukraine.
