The Central Election Commission (CEC) summarized the results of the Tbilisi Mayor and City Council elections during a session held today.
According to the CEC, based on the results, Kakha Kaladze, the candidate from “Georgian Dream,” was elected as the Mayor of Tbilisi. He received 215,363 votes, accounting for 71.627% of the total.
The CEC reported that 324,798 voters participated in the Tbilisi Mayor election.
During today’s session, the CEC also summarized the results of the Tbilisi City Council elections held on October 4, 2025, under the proportional electoral system. According to the summary protocol, 325,061 voters participated in the elections. The mandates in the Tbilisi City Council were distributed as follows: “Conservatives for Georgia” – 1 mandate, “Strong Georgia-Lelo” – 2 mandates, “Girchi” – 2 mandates, and “Georgian Dream” – 20 mandates. In the majoritarian system elections, “Georgian Dream” secured all 25 mandates in the Tbilisi City Council.
As noted by CEC Chairperson Giorgi Kalandarishvili during the session, this was one of the most large-scale and complex processes, conducted in full compliance with Georgian legislation, transparency, publicity, and high professional standards.
Kalandarishvili expressed gratitude to the voters who actively participated in the process, noting that their engagement and trust represent the main motivation and achievement. He also thanked all institutions and organizations that actively collaborated with the election administration, as well as local and international observers, electoral subjects, and the media for their involvement and monitoring. Additionally, he acknowledged the international vendor company Smartmatic, whose support and cooperation enabled the successful conduct of elections using technology for the second time.
The election results were also summarized by district election commissions across the country. Based on the summary protocols, the CEC received information about the individuals elected as council members and mayors during today’s session. In accordance with the legislation, the powers of the newly elected mayors and council members will commence on October 29. Today, the CEC issued an order scheduling the first sessions of the municipal representative bodies—city councils—elected in the October 4, 2025, elections across Georgia for October 30 at 11:00 AM. In Tbilisi, the first session of the City Council will be opened by CEC Chairperson Giorgi Kalandarishvili, while in the regions, the respective district election commission chairpersons will open the sessions, according to the information released by the CEC.
