According to information from the Ministry of Internal Affairs, during the protest rally taking place on October 18, 14 individuals were detained in accordance with the Code of Administrative Offenses.
Specifically, as clarified by Deputy Minister of Internal Affairs Aleksandre Darakhvelidze, 27 individuals committing violations were identified, of whom 14 have already been detained, while administrative proceedings are underway against 13 individuals, and their cases will be reviewed administratively in court in the coming days.
According to the agency, despite the small number of demonstrators, participants in the rally gathered on Rustaveli Avenue near the legislative body artificially blocked the roadway for transport and obstructed movement. Additionally, some demonstrators had their faces covered, which also constitutes a violation of the law.
“Today, the Ministry of Internal Affairs detained 14 individuals committing administrative offenses in accordance with the Code of Administrative Offenses – namely, N.S., L.M., G.G., V.M., S.Kh., M.K., Sh.Ch., L.Ch., L.J., V.S., G.Kh., D.G., and L.N. – and administrative proceedings are underway against 13 individuals.
As is known to the public, yesterday, on October 18, 2025, participants in the rally gathered on Rustaveli Avenue near the legislative body, despite the small number of demonstrators, artificially blocked the roadway for transport and obstructed movement.
With these actions, the rally participants violated the requirements of Article 11(1) of the Law of Georgia ‘On Assemblies and Manifestations,’ according to which it is unacceptable to artificially block the roadway for transport unless necessitated by the number of assembly participants.
Despite multiple calls from the police, as well as the official statement disseminated by the Ministry of Internal Affairs, the rally participants did not cease obstructing traffic, did not obey the police, and continued their illegal actions. Additionally, some demonstrators had their faces covered, which also constitutes a violation of the law.
Accordingly, 27 individuals committing violations were identified, 14 of whom have already been detained, while administrative proceedings are underway against 13 individuals, and their cases will be reviewed administratively in court in the coming days.
In cases where the aforementioned individuals commit similar actions repeatedly, the issue of criminal liability will arise against them.
Here, we once again call on rally participants not to carry out illegal actions and to express their protest within the limits established by law.
