Danielle Bell, Head of HRMMU, stated: “Last night’s attack tragically demonstrates the persistent deadly risk to civilians of using powerful weapons in urban areas… It is yet another addition to the staggering human toll this war continues to inflict on civilians.” The HRMMU has documented numerous cases of civilian casualties and damage to infrastructure.
**Diplomatic Efforts Fall Flat**
The recent talks between Ukraine and Russia in Istanbul, which concluded on May 16, were expected to bring about a breakthrough. However, Russian Foreign Minister Sergey Lavrov made it clear that Moscow had no interest in agreeing to a ceasefire, stating that Russia “doesn’t want this anymore.” This stance was echoed by Ukraine’s Deputy Foreign Minister Serhiy Kyslytsia, who said that Russia “categorically” rejected the appeal for an unconditional ceasefire.
