The Ukrainian government has also rejected Russia’s proposal, insisting that any negotiations must begin with a full cessation of hostilities. Polish Prime Minister Donald Tusk wrote on X, “In response to our appeal, the Russians have proposed peace talks starting May 15. The world, however, is waiting for a univocal decision on an immediate and unconditional ceasefire. Ukraine is ready. No more victims!”

**Russian Demands: Unacceptable to US and Europe**

Moscow’s demands for resuming negotiations are unacceptable to US and European leaders. Russia wants the withdrawal of Ukrainian troops from four partially occupied regions, formal recognition of their annexation, recognition of Crimea, a ban on NATO membership, and changes reinstating the role of the Russian language and church.
