State Official Talks About Seizure of Foundation Accounts
Mamuka Mdinaradze, the Executive Secretary of the Georgian Dream, spoke about the seizure of accounts from several foundations. He said that these foundations are trying to abolish the state’s function.
According to Mdinaradze, the main purpose of fines is to prevent crime. If someone knows they will only have to pay a fine for committing a crime or misdemeanor, then the prevention is canceled. It becomes easier for people to break the law because they know they won’t be held fully accountable.
Mdinaradze also said that incitement to commit a crime is itself a crime. He believes that some external organizations, such as EU funds and USAID, have tried to pay fines on behalf of people who committed crimes or administrative offenses. This, he says, is an attempt to ruin the state’s function.
In every country, fines are used to prevent crimes from happening in the first place. By paying these fines, Mdinaradze believes that some organizations are trying to cancel out this prevention and make it easier for people to break the law.
