**Full Implementation of Past Agreements Needed**
The report, written by EP rapporteur Riho Terras, calls for the full implementation of all past agreements, including the establishment of the Community of Serb-Majority Municipalities (CSM). It also demands the immediate lifting of European Union measures against Kosovo.
**Support for EU-Facilitated Dialogue**
The draft report reiterates full support for the EU-facilitated dialogue and welcomes the appointment of Peter Sorensen as the EU Special Representative for the Belgrade-Pristina Dialogue. Both sides are urged to avoid unilateral actions that could escalate tensions.
**Condemnation of Tensions in North Kosovo**
The European Parliament condemns all actions that endanger stability and jeopardize the reconciliation process, including recent tensions in the north of Kosovo. The report also condemns serious security incidents in the north, including an attack on a water system near Zubin Potok.
**Kosovo Police Must Respect Rule of Law**
However, the report also calls on the Kosovo police to ensure that they fully abide by all rule of law and human rights requirements. It demands that an ethnically representative force is deployed in the north of Kosovo.
