According to the case materials, on the instructions of a Georgian representative of one of the military units operating in Ukraine, which is confirmed by multiple pieces of evidence, Georgian citizen B.Ch. purchased a large quantity of firearms, combat materials, and explosive devices. According to our operational information, using the aforementioned combat materials, diversionary acts were to be carried out in Tbilisi on October 4, parallel to the organized group violence and the attempt to seize the President’s residence.
As a result of preventive measures taken by State Security Service employees, it was possible to neutralize the circle of persons who, presumably, were to transport the aforementioned combat materials and explosive substances to the center of Tbilisi.
The firearms, combat materials, and explosive devices discovered in a special hiding place were concealed near Tbilisi, in a forest area.
We have also identified a person who, on B.Ch.’s order, manufactured a detonator remote control, with which it was possible to activate the detonator. He has already been brought to the security service, and investigative actions are underway with him.
B.Ch. will be held accountable as an accused in the commission of the aforementioned crime, and a wanted notice will be issued for him. This morning, a search was conducted at his residence, from which his phone, which he used during his stay in Georgia, was seized. As a result of examining the phone, one of the main pieces of evidence was seized—a few video recordings in which B.Ch. shows the weapons and combat materials he purchased to a person not yet identified by the investigation and provides a kind of report regarding them.
The investigation has been initiated under Part 3 of Article 236 of the Criminal Code. Intensive operational and investigative measures are being conducted to identify/arrest other persons involved in the crime.
Here, I will take the opportunity and, on behalf of the leadership of the State Security Service, express gratitude to the employees of the Ministry of Internal Affairs, the Prosecutor’s Office, and the Special Service of State Protection for their significant contribution to the conducted measures and for averting the threats that existed during yesterday’s day with the highest legal standards.
