The Commission, within the scope of its powers, reviewed and assessed the information at its disposal and, as a result of this assessment and analysis, established that in 2004-2012, as a result of the implementation of the zero-tolerance criminal justice policy by the National Movement, torture and inhuman treatment of detainees, prisoners, defendants and convicts in the structures of the Ministry of Internal Affairs of Georgia and the penitentiary system was systematic and systemic, had a universal character and was an action established by political officials, primarily Mikheil Saakashvili, and elevated to the status of state policy. These crimes were not the misconduct of individuals, but a well-organized and complicit terror, in which high-ranking officials of various ranks participated, which made them a violent regime,” Tsulukiani said.
For information, the conclusion includes an assessment of the activities of the regime in force in 2003-2012, political officials of this regime, and current and former officials affiliated with political parties from 2003 to the present.
