According to Mamuka Mdinaradze, Executive Secretary of “Georgian Dream,” the European Commission, led by Ursula von der Leyen, who is known for her sharp and unfair criticism of Georgia, published several significant indices as part of the “2025 Good Governance Report,” in which Georgia has achieved success in all areas and, moreover, “recorded progress of historical significance in some directions.”
As Mdinaradze noted, according to the “2025 Good Governance Report,” Georgia surpasses all EU candidate countries in terms of institutional strength.
“The European Commission, presided over by Ms. Ursula von der Leyen, who is distinguished for her sharp and unfair criticism of Georgia, published several important indices within the framework of the ‘2025 Good Governance Report,’ including the indices of ‘Reliable Legislation and Policy,’ ‘Leadership and Foresight,’ ‘Strong State Institutions,’ and ‘Attractive Market Economy.’
The report published by the European Commission was prepared by the Chandler Institute of Governance and is based on research and data from the United Nations, the World Bank, the International Monetary Fund, the World Economic Forum, other internationally recognized entities, and global assessment organizations, relying on objective criteria and factual data.
It is worth emphasizing that, according to each of these indices, Georgia has achieved success in absolutely all directions, and moreover, we have recorded progress of historical significance in some areas.
First, let us review the data from this study, and then move on to the political assessment, which is no less, if not more, important.
1. In the ‘Strong Institutions Index,’ the Georgian government achieved a new historical maximum of 63% in the 100-point evaluation system, ranking 34th globally!
It is noteworthy that, in terms of institutional strength, Georgia surpasses all EU candidate countries and 13 EU and NATO member states: Portugal, Croatia, Greece, Slovakia, Hungary, Albania, North Macedonia, Malta, Cyprus, Bulgaria, Montenegro, Romania, and Turkey.
2. In the ‘Attractive Market Economy Index,’ Georgia achieved a new historical maximum, ranking 30th globally and entering Europe’s top 20!
In the 100-point evaluation system, Georgia received a new historical maximum of 63.2%. In the ranking, Georgia surpasses all EU candidate countries and 16 EU and NATO member states: Portugal, the Czech Republic, Cyprus, Croatia, Hungary, Slovenia, Latvia, Greece, Poland, Slovakia, Albania, North Macedonia, Bulgaria, Montenegro, Romania, and Turkey.
3. In the ‘Leadership and Foresight Index,’ the Georgian government is among Europe’s top 20.
We received 52% in the 100-point evaluation system, ranking 32nd globally and securing the 17th position in Europe’s top 20.
In this index, the Georgian government surpasses 19 EU and NATO member states: Iceland, the Czech Republic, Latvia, Spain, Hungary, Portugal, Bulgaria, Greece, Malta, Slovenia, Poland, North Macedonia, Slovakia, Montenegro, Cyprus, Croatia, Romania, Albania, and Turkey.
4. In the ‘Reliable Legislation and Policy Index,’ the Georgian government is among Europe’s top 20! The Georgian government received 70% in the 100-point evaluation system, ranking 26th globally and securing the 18th position in Europe’s top 20.
In terms of reliable legislation and policy, Georgia surpasses 18 EU and NATO member states: Italy, Latvia, Portugal, Spain, Slovenia, Cyprus, Slovakia, Bulgaria, Malta, Greece, Poland, Romania, Croatia, Albania, Hungary, North Macedonia, Montenegro, and Turkey.
Of course, everyone understands that this is a tremendous success, a success that belongs not only to the ‘Georgian Dream’ government but to the entire country of Georgia and the Georgian people.
This success is even more significant and commendable against the backdrop of our political team and country achieving it amidst absurd accusations and crises from the Euro-bureaucracy, and you well remember the internal turbulences, to put it mildly,” stated Mdinaradze.
