Andrii Kovalenko, head of Ukraine’s Counter-Disinformation Center, has previously described Energia as “one of the most critical targets” in Russia. The plant is likely to be a high-priority target for Ukrainian forces due to its importance in Russia’s industrial and military capabilities.

**Multiple Regions Affected**

The attacks were not limited to Lipetsk Oblast. In neighboring Voronezh Oblast, Governor Alexander Gusev reported that 12 drones were intercepted overnight over the city and surrounding areas. Debris from one of the intercepted drones fell in central Voronezh, causing damage and injuries.

In Rostov Oblast, acting Governor Yuri Slyusar said a drone was shot down over the Verkhne-Donskoy district with no reported damage or injuries.

**Residents Affected**

Residential buildings in Voronezh were damaged, and several people were injured. Two of those injured are reportedly in critical condition. Suburban homes and a district on the outskirts of the city were also reportedly affected by debris from the drone attacks.

The exact source of fires that broke out in Voronezh remains unclear. Ukrainian authorities did not comment on the attacks.

Ukraine has repeatedly targeted Russian industrial and military targets deep in their rear to undermine Moscow’s ability to wage its all-out war. In turn, Russian forces regularly attack Ukrainian towns and cities with drones, missiles, and bombs, inflicting civilian casualties on a daily basis.
