**Diplomatic Training Institute’s Role to be Taken Over by Ministry of Foreign Affairs**
In a significant move, the Government has proposed changes to the Law on Consular Activities in Georgia. The amendments aim to remove the Levan Mikeladze Diplomatic Training and Research Institute (LEPL) from the law, replacing its functions with those of a structural unit within the Ministry of Foreign Affairs.
**Changes to Consular Appointments**
One key requirement for individuals seeking consular positions is set to change. Currently, applicants must complete a special training program organized by the Levan Mikeladze Diplomatic Training and Research Institute and receive a relevant certificate. This will now be replaced with an obligation to complete a training program approved by the Minister’s order and obtain a corresponding certificate.
**Human Resources Management Department Takes Over**
The function of implementing this special training program, as well as issuing the necessary certificates, was previously carried out by the Levan Mikeladze Diplomatic Training and Research Institute. However, with the proposed changes, this role will be transferred to the Human Resources Management Department within the Ministry of Foreign Affairs.
**Government Explains Necessity of Changes**
According to the Ministry of Foreign Affairs, these amendments are necessary for effective governance and resource optimization. The explanatory note to the draft law highlights that the need for change is related to the ongoing structural reform process at the Ministry of Foreign Affairs. This process aims to reorganize the institution and adopt a new structure.
**Structural Reform**
The Ministry explains that after completing this reform, the institutional arrangement will be changed, and a new structure adopted. The Human Resources Management Department will then take on the responsibility for organizing special training programs and issuing corresponding certificates.
