**Russia Seeks to Reclaim Maritime Supremacy with New Naval Strategy**
In a move aimed at restoring its position as a leading global maritime power, Russian President Vladimir Putin has given the green light to a new naval strategy. According to Kremlin aide Nikolai Patrushev, the document titled “The Strategy for the Development of the Russian Navy up to 2050” was approved in late May.
This development comes as Russia’s naval capabilities have been put to the test by Ukraine’s effective use of naval kamikaze drones. These small, low-cost drones have proven to be a game-changer in the conflict, with Ukraine successfully targeting and destroying several Russian vessels, including patrol boats and even the fleet’s flagship, the Moskva.
Ukraine’s strategy has been to leverage its own naval drone capabilities against Russia’s larger warships. This approach has drawn on the Jeune École naval doctrine, which emphasizes the use of smaller, more agile vessels to counter a larger enemy force. By using domestically produced drones like the Magura, Ukraine has been able to sink several Russian ships and disable or destroy around a third of its Black Sea Fleet.
Russia’s response to these losses has been to redeploy some of its ships from occupied Crimea to the port of Novorossiysk. While this move has helped shield its naval assets from further attacks, it has also limited Moscow’s ability to blockade Ukrainian grain exports.

In an interview with the Russian state-controlled newspaper Argumenty i Fakty, Patrushev emphasized that Russia’s position as a leading maritime power is “gradually recovering.” He noted that developing such capabilities requires a long-term vision of future maritime challenges and threats. This new naval strategy is likely aimed at countering Ukraine’s drone-based tactics and restoring Russia’s dominance in the Black Sea region.
