**Geneva International Discussions: A Multilateral Effort to Resolve the Russia-Georgia Conflict**

Last weekend, on June 25-26, the 64th round of Geneva International Discussions (GID) took place in Geneva. The multilateral format aims to address the security and humanitarian consequences of the 2008 Russia-Georgia war.

**Georgian Delegation Stresses Full Implementation of Ceasefire Agreement**

The Georgian delegation, led by Deputy Foreign Minister Lasha Darsalia, emphasized the need for Russia to fully implement the EU-brokered 2008 ceasefire agreement. They also called for the return of internally displaced persons and refugees to their homes in Georgia’s occupied regions.

The delegation further stressed the importance of resuming the Incident Prevention and Response Mechanism (IPRM) in Gali without any preconditions, as well as ensuring the continued functioning of both the Gali and Ergneti IPRMs. However, Russian and occupied regime representatives left the talks when the issue of returning internally displaced persons and refugees was raised.

**Co-Chairs Welcome Participants’ Commitment**

The Geneva Co-Chairs welcomed the participants for their continued commitment to the process, emphasizing the need for progress on core agenda items despite increased tensions in the wider region. The Co-Chairs also noted that security developments on the ground were reviewed, with a focus on non-use of force and international security arrangements.

In another working group, discussions centered on humanitarian issues, including crossings, documentation, livelihoods, missing persons, cultural heritage, and education. However, due to a walkout by some participants, the agenda item “internally displaced persons and refugees” could not be discussed.

**Russian Delegation Emphasizes Need for Guarantees**

The Russian Foreign Ministry stated that for the key objective of the Discussions — ensuring lasting security for Abkhazia and South Ossetia — concrete steps were necessary. They emphasized the need for Tbilisi to provide guarantees on non-use of force against Sokhumi and Tskhinvali, as well as formal negotiations on border delimitation and demarcation.

The Russian delegation also echoed concerns raised by Abkhaz and South Ossetian representatives about ongoing gross violations of human rights in Georgia’s occupied regions. They urged the relocation of regular GID meetings from Geneva to a “truly neutral and acceptable venue for all participants.”

**Next Round Scheduled for November 2025**

The next round of Geneva International Discussions is scheduled to take place in November 2025. The ongoing efforts aim to address the complex issues surrounding the Russia-Georgia conflict, with a focus on resolving humanitarian crises and promoting lasting peace.
